Authoring House Specification Books Usage
If you wish to obtain Blu-ray Disc specification Book in order to do your authoring business, then you need to obtain the Commercial Audiovisual Content ROM FLLA License. Please download the Audiovisual Content ROM FLLA License Application and submit it to the Blu-ray Disc Association Licensing Office.

The fee for Commercial Audiovisual Content FLLA for ROM2 (for 2D), ROM3 (for 3D) and ROM4 (for Ultra HD) are $1,000 each for a licensed term of 5 years, prorated to expire December 31, 2025.
License you need to obtain;
- For 2D Blu-ray Disc specifications: You need to obtain BD-ROM2 FLLA under Commercial Audiovisual Content(CAV)
- For 2D Blu-ray Disc specifications: You need to obtain BD-ROM2 and ROM3 FLLA under CAV, as it is a prerequisite for ROM3 FLLA to have a valid ROM2 FLLA under the same business category.
- To use Ultra HD Logo to advertise your Ultra HD Disc authoring service: You need to obtain BD-ROM2 and ROM4 FLLAs under CAV, as it is a prerequisite for ROM4 FLLA to have a valid ROM2 FLLA under the same business category.
